At the start of the meeting Jim Unger moved to approve the June 25 minutes; the roll call vote was R. Labrecque — yes; J. Unger — abstain; T. Kane — yes; M. Murray — yes, and the motion passed 3-0-1. Later, Ryan Labrecque moved, seconded by Theresa Kane, "to go into a nonpublic session as provided by RSA 91-A:3 II(l) for consideration of legal advice as permitted by law." The board recorded a roll call of 4-0 in favor and entered the nonpublic session; the public session resumed at 7:21 p.m.
Counsel Will Reddington told members he was present to provide legal advice and training at the Chair's request and that detailed feedback on letters submitted by members would be privileged legal communication. Planning Technician Shea Ramaker outlined options for nonpublic vs. nonmeeting consultation under RSA 91-A and described how training would be scheduled. No legal determinations were announced in public during the meeting.
