City staff explained additional due‑diligence steps at College Square after recent work identified evidence of historic underground storage tanks. The resolution authorizes an addendum with VET Environmental Engineering for site investigation, potential tank removal, remediation and coordination with the Indiana Brownfields program and IDEM, in an amount "not to exceed $156,755.25," staff said.
Legal and staff said completing the work now reduces redevelopment risk and positions the property for future redevelopment, but cautioned that environmental projects can reveal additional issues once work begins. Staff indicated VET tentatively scheduled work in September; state review and paperwork with IDEM could extend into the next calendar year before a full site closure determination.
