District outlines NYSDEC permitting and stormwater controls for bond project

Board presenters told members that while the project does not propose direct disturbance of wetlands, some work lies within the 100‑foot adjacent area to NYSDEC regulated wetlands and a Freshwater Wetland Permit may be required for activities in that zone.
“Freshwater Wetland Permit will be required for activities within the regulated adjacent area,” the presenter said, and noted that all construction would follow NYSDEC conditions and standards. The presentation described a site stormwater basin, a SWPPP to be prepared for the project, weekly inspections by a New York State‑approved inspector during construction and post‑construction stormwater devices designed in accordance with the New York State stormwater design manual.
The presenter emphasized that erosion and sediment control practices will be used throughout construction and that these measures are expected to keep impacts to wetlands and surface water small and temporary. If NYSDEC permitting is required, conditions of the permit will guide construction work within the adjacent regulated area.
