Alyssa Grover tells Baxter council a new group home next door is causing safety concerns

Alyssa Grover, a resident at 13380 Norway Drive, told the Baxter City Council that a new group home next to her property has led to repeated law-enforcement and ambulance responses and created safety worries for her 12-year-old son. "I was told by the CFO that there is currently a violent, client living there, and that it's in my best interest to lock my doors," Grover said during the public-comment period.
Grover said the house was licensed in June 2025 and began taking residents in August. She described two incidents she said involved multiple officers and an ambulance: "On July 20, there were 5 police there, 1 ambulance," she said, and she also cited a July 31 response that involved three police and one ambulance, with one person transported. Grover said she has asked the home's operator about a constantly activated alarm and 24-hour exterior lighting used for "security and safety purposes," and that her requests for adjustments have not been addressed. She said she had submitted a data request to the police department seeking activity records.
Grover named a staff person, Angie Ealy, and said she was told by facility staff that alarms sound when doors lock. The council did not record any formal enforcement action or vote at the meeting; Grover asked the council to consider the concerns and seek more information from the operator and police records. The council acknowledged the comment and moved on to the next agenda item.
