Natomas Unified board approves updated Facilities Financial Plan, reserves funds for TK classrooms and pool modernization

The Natomas Unified School District Board of Trustees on Wednesday approved an updated Facilities Financial Plan (FFP) that staff said aligns facility needs listed in the district's Facility Master Plan with available and projected funding through 2025'1026.
District presenters told the board the master plan lists roughly $1 billion in potential projects but the FFP reflects funding the district expects to have. "It shows, available and projected funding through 2526," a district presenter said during the briefing. Staff said developer fees collected so far this year total about $34,000; the plan conservatively projects roughly $1,000,000 per year in developer fees over the next few years rather than earlier, higher projections.
The FFP sets specific allocations for near-term work: $5,000,000 is reserved for arena-parcel site and utility work; $4,500,000 is set aside for TK classroom work (staff said that amount covers 2 to 3 classrooms, scaled back from an earlier estimate of more rooms); and $15,500,000 has been identified in developer-fee commitments for Natomas High School pool modernization and related priorities. Staff also said $1,700,000 remains unallocated in the current plan.
During discussion trustees asked for clarifications about developer-fee assumptions and escallation projections; presenters said escalation is modeled at about 5% per year and that state matching funds are included only when the district has funded approvals on file. Trustee Dossick moved approval of the updated plan, Trustee Mora seconded, and the board approved the FFP by roll-call vote 6-0.
The board approved the update amid a recap of completed projects funded under prior plans, including the Inderkum High softball complex, Peretti Arriaga K'125 dual-immersion school, a Natomas High administration remodel, Discovery High CTE cosmetology facilities, a community aquatics complex in partnership with the city of Sacramento and the B. Terry Burns Health Clinic. Staff said the updated FFP is intended to guide prioritization as available funds and state matching opportunities are determined.
