Residents press commissioners on water connections, camera use and election‑safety resolution

Speakers during public comment raised multiple community concerns, with water-service transparency and refund requests dominating remarks.

Cheryl Highsmith (public commenter) asked for a copy of a Highfield engineering report she said county staff had cited in March, and asked why a proposed household water connection was deemed “not an option.” She said the agenda note for consent item 8.10 referenced a carryover PO of $130,830 and asked for clearer purchase-order descriptions in agenda materials. "If no final report received, who made the decision that Harold's water connection was not an option?" she asked.

Other commenters included Samantha Jones, who urged the county to authorize the new utilities director to contact a state representative about funding; Jim Harris and Kathy Ford proposed a nonpartisan resolution promoting election‑period safety and mutual respect; Julie Roland asked the board to act this meeting on a proposed ordinance update addressing feral/at‑large cats; and Kaye Davis urged the county to oppose automated license‑plate cameras, calling them "Big Brother on steroids," and noting an outstanding public‑records request filed June 29 that is due Aug. 5.

Commissioners and staff responded during and after the comment period by noting that many of the items raised will be addressed later in the agenda. County Manager Coby Sawyer and utilities staff said engineering reports and feasibility studies exist for some water projects and more detailed discussion is scheduled under utilities and planning items later in the meeting.
