Councilmembers heard staff explain why some projects were ranked lower — for example, a detention basin inspection program was rated lower because most detention basins are located on the periphery of the city and would have limited impact on Wheaton residents. The Council concurred with staff rankings and directed staff to study fee impacts before advancing new projects that lack substantial grant support.
