Council directs ordinance drafting for 20‑unit Midwest Shelter for Homeless Veterans project amid mixed reaction

The City received a Planning & Zoning Board report recommending approval of ZA #26‑05, a Planned Unit Development and lot area variation to permit construction of a four‑story, 20‑unit apartment building at 300 S. Main Street and 104–108 W. Willow Avenue to house veterans. City Manager Michael Dzugan told Council the Board also advised that a Group Care Home license would be required under the updated code provisions.

Public comment was mixed. Mike Andrews, a local resident, supported Hero Homes and urged high‑quality materials and architectural details so the building "honor[s] the veterans with a quality home." Lisa Upham, a property and business owner, opposed the project, saying downtown Wheaton needs retail space and raising concerns about traffic, parking, and limited outdoor space in the plan. Rizik Mohammad, representing Midwest Shelter for Homeless Veterans, confirmed $10.1 million in IDHA funding and said MSHV would provide the remaining 10% through fundraising; he said the project includes 20 project‑based vouchers. He also said the organization is open to revising the plan to eliminate the curb cut on Willow and move parking access to the alley only.

Council discussion noted the project complies with height restrictions, exceeds parking requirements, improves drainage, and contains a 30‑year contract for project‑based vouchers. Councilwoman Lynn Robbins said she supports MSHV generally but will vote against this 4‑story proposal because of concerns about density, safety and preservation of Wheaton’s character. Following discussion, Council moved to direct the City Attorney to prepare an ordinance to approve the Planning & Zoning Application ZA #26‑05 for the Midwest Shelter for Homeless Veterans.
