Council approved minutes, Resolution R‑2026‑12 (disposal of certain surplus property) and a Class A liquor license for Sepcon LLC d/b/a La Plaza Taqueria; Council also adopted R‑2026‑14 establishing City Hall room use policies.
Council authorized Resolution R‑2026‑15 for the Windsor Channel (Butterfield Road) pedestrian bridge repair with Crossroad Construction, Inc., for a not‑to‑exceed $135,855 plus a 10% contingency after staff said the low bid was $11,000 over the adopted budget. The Council also adopted R‑2026‑16 awarding a contract to H. Linden & Sons Sewer and Water, Inc. for the Willow Avenue utility improvements for a total not‑to‑exceed $527,975 plus a 10% contingency; staff said $200,000 from a right‑of‑way sale will be reinvested in the project and reserves will cover the roughly $43,000 budget shortfall.
The roll call votes were unanimous for the listed items. Warrant No. 915 for $1,502,841.45 was also approved by unanimous vote.
"Seven bids were received from qualified IDOT contractors for structural steel repairs," City Manager Michael Dzugan said when introducing the bridge contract, noting the low bid exceeded the budgeted amount. The Council did not amend the award following staff presentations and discussion of available reserves.
