Council moves secondhand-dealer uses into larger commercial zone, grandfathering existing shops

The council voted to amend the zoning ordinance to add definitions for secondhand dealers, pawnbrokers and pawn transactions and to list secondhand dealers specializing in precious metals and gems as a permitted use in the C-2 (community/regional) zoning district. Director Song said the change aligns the zoning code with the city's existing licensing rules and reflects operational characteristics of precious-metals dealers, which may attract customers from beyond nearby neighborhoods.
Song told the council there are currently five secondhand dealerships in the C-1 district that staff would classify as grandfathered if the ordinance is approved. After a closed public-hearing period with no speakers, a councilor moved to approve the amendment; the motion was seconded and the council approved the change at the April 20 meeting.
Staff said the amendment will mean any future C-2 rezoning requests for secondhand-dealer uses would return to planning commission and council for approval, giving the city an additional review step due to the district's lower prevalence in the city.
