Consultant outlines franchise and telecommunications fee options that could raise roughly $47,000 a year

Frank reviewed Chapter 36 (taxation) and explained options for franchise and telecommunications fees the village may not currently collect to statutory maximums.
He said Kincaid now collects less than allowed in some categories and that the village could elect to adopt a telecommunications rate up to 6% and exercise its franchise authority for electric and gas to collect up to 5%. "That's how much money it would generate. Forty-seven thousand dollars," he said, estimating the potential annual revenue if all available fees were enacted.
Board members asked staff to pull current franchise agreements and receipts so Heiligenstein can draft a precise ordinance for the board to consider. Treasurer Beverly said she has the Ameren franchise agreement and staff will verify current payments before any new ordinance is introduced.
