Residents press village to repair collapsing culvert, damaged curbs and improve school crosswalks

Several residents used the visitors portion of the Feb. 10 meeting to press the Village of Kincaid to fix a deteriorating curb and a collapsing culvert/sidewalk and to consider LED solar flashing stop signs near school crossings.
Louis Selzer and Louis Broccardo described a failing culvert and damaged curb outside the funeral home that they said creates a safety hazard for senior visitors and pedestrians. Broccardo said the culvert and retaining wall have been repeatedly patched and urged the board to inspect and repair it before someone is injured. Clare Duran recalled a previous vehicle crash that damaged a retaining wall and asked whether insurance would cover repairs; residents said the village cleaned debris but the structural issue remains.
Trustee Nelson said the concerns should be placed on the streets committee agenda for a cost estimate and action plan. Trustee Warren noted the recently approved Motor Fuel Tax purchase includes culvert materials and that a Safe Schools grant may have funds for ADA sidewalk improvements near schools. The board did not vote on repairs at the meeting but directed staff to include the issue in committee consideration and to seek cost estimates.
