The Village of Kincaid authorized staff Feb. 24 to submit Environmental Protection Agency nomination forms for several planned water and sewer projects, including Phase 2 lead service line replacement, Phase 2 water main replacement, Phase 2 sewer lining and a Phase 3 water main project placeholder.
Foreman Wolfe told trustees the submissions are instructions for engineers to apply for EPA loans and that any subsequent acceptance of a loan agreement would require a future board vote. “All of these are just words to tell the engineers to go ahead and apply for the EPA loans,” he said. Trustee Lawrence moved to submit the forms and Trustee Nelson seconded; trustees voted all ayes.
Officials emphasized the submissions are preliminary: if EPA approves financing, the board will have to vote again to accept individual loans and may decline any application later. The village did not record project budgets, estimated loan amounts or timelines in the meeting minutes; those details would appear in future engineering and loan documents.
