Trustees press to fix special-meeting pay, cash-payment language and penalty wording in draft code

Trustee Warren told the board the draft still allows pay for "special meetings" even when the meeting occurs in conjunction with a committee session and no additional trustee compensation should be paid. Warren also asked that the sentence saying residents must "use cash only when paying in person" be removed because the village does not accept cash. Frank said the cash rule appeared in the original model code and agreed the line should be struck if the village policy differs.
Trustee Nelson raised a separate enforcement question about a $75-per-day per diem the board discussed informally for a shipping-container violation. Frank explained that the draft uses a universal penalty section (1-1-20) that allows an incremental daily fine for continuing violations and that judges may exercise discretion in sentencing. The board did not adopt new language at the meeting; Frank said he would incorporate the trustees' directions in the updated draft.
