Kincaid hires certified water operator amid pay-timing dispute
Summary

The Village of Kincaid on Feb. 24 voted to hire CJ as its certified water operator after current operator Mike Lebshier said he plans to retire.
Trustee Nelson moved to hire CJ and Trustee Warren seconded; the motion passed on a unanimous voice vote. Foreman Wolfe told trustees the certification change affects only Kincaid and nearby Bulpitt and not neighboring Jeisyville. During the meeting trustees discussed pay timing. Mayor Robert Morris asked whether CJ would be paid “twenty-three ninety-five an hour,” and Treasurer Merano said the higher pay would not take effect until after April when CJ completes 600 hours. CJ said, “no, or you will have to pay me five hundred a month until then,” and later confirmed he accepted the appointment once the board agreed to make the hire effective immediately.
Foreman Wolfe characterized the vote as a formal acknowledgment the village can appoint CJ as the certified operator; he and trustees noted that payroll timing and the effective date were the only outstanding items and that payroll adjustments would be reflected after the next pay period. The board did not record any dissenting votes.
The hire was entered on the special meeting agenda for formal action; trustees instructed staff to implement the personnel change and to reflect the appointment in payroll records.
