Kincaid board reviews full draft of municipal code with outside consultant

Mayor Robert Morris convened a special meeting of the Village of Kincaid Board of Trustees on Jan. 30, 2025 to review a draft codification of the village ordinances with consultant Frank Heiligenstein of Illinois Codification.
Heiligenstein opened the session by saying he would start at the beginning of the draft and solicit questions chapter by chapter. "I gave the original which was like twelve-thirteen pages," he said, explaining the goal was to ensure the code reflects current statute and local practice. Trustees raised multiple targeted edits during the two-hour discussion, including changes to special-meeting pay, removal of a cash-only payment instruction, and numeric corrections in personnel and police-training sections.
Heiligenstein told trustees he would prepare a corrected electronic version and a printed pamphlet of changes and expected to deliver it within a week or two for the board to consider formal adoption. The board did not take final action at the special meeting; Frank billed this session separately as an update to the village's codification work.
