Staff to start independent audit and propose timeline for impact-fee update ahead of 2028 deadline

Andrea Houston and Andrew Wilkinson told the committee that the independent financial audit is the first required step before any fee increase and that staff will coordinate with finance and the consultant to start the audit process. "I think the very first thing that we can move forward with is that independent financial audit," Houston said, noting it must be independent of the city's existing auditor.
Wilkinson said staff expect to begin the consultant work and audit process soon and discussed meeting dates in November or December to continue the committee's review. He estimated staff would be "hitting the ground running" next year and suggested an update could be ready in 2027 to present to council, although the statutory five-year update requirement remains in 2028 if staff do not accelerate the schedule.
