Boerne staff detail wastewater expansion plans, TCEQ triggers and a 2028 target for a major collector main

Andrew Wilkinson told the committee the wastewater capital plan responds to growth—particularly in Esperanza and infill areas—and that the WWTRC expansion is phased to meet demand. He noted the Esser Road plant is older and faces inflow and infiltration (I&I) issues, so staff plan to take flow from Esser to the newer Old San Antonio plant rather than perform a large expansion at Esser.
Wilkinson explained Texas Commission on Environmental Quality rules that require a plant to be in design when it reaches 75% capacity and in construction at 90%; he said the South Cibolo collector main is in the CIP with design nearing 100% and a tentative 2028 construction start, subject to bidding and funding. He also described a planned lift-station wet-well expansion and possible force-main upgrades for southern sewersheds.
