Resident questions high permit fees and why "Chocolate" handles zoning permits

During public comment, Ryan Barton said he did not understand the village's building-permit schedule, asserting Kincaid charges "$25 per one hundred square feet" for a structure while Edinburg charges "$8.50" for the same size. "Two, why does Chocolate get to keep all of the money from the building permits?" Barton asked.
Barton also cited an Illinois statute he said limits municipal officers from holding other municipal offices or paid municipal jobs and questioned why the zoning-permit function is associated with someone on the board. Trustees responded that the board would not debate the legal question during public comment and that Frank (the consultant/attorney) would be asked to clarify the matter; Mayor Morris said the board would get the answer for Barton.
Board members did not provide a legal determination at the meeting and said they would follow up with staff and counsel. The committee did not vote or take formal action on permit fees or the staffing arrangement during the Dec. 23 session.
