The Talladega City Council voted unanimously to adopt Ordinance 19-76, which amends numerous job descriptions and creates several new positions across departments.
City manager Warwick told the council the job-description updates "went through the employee committee, came out unanimous, went through the civil service, came out unanimous" and that "all of them were budgeted for." Council members asked whether the new descriptions included immediate raises; Warwick said the changes do not automatically add raises but that promotion steps and grade information are included in the circulated email and budgeted amounts. The ordinance reading and immediate consideration were moved and seconded, and a roll-call vote recorded 'Aye' from all members present.
The ordinance lists amended descriptions for positions including administrative assistant (water and sewer), director of finance, patrol lieutenant, water treatment supervisor, public information officer, purchasing agent, sergeant (patrol), wastewater treatment supervisor, and creates positions such as wastewater lift station technician, wastewater plant chief operator, and water plant chief operator. Warwick said the packets provided the grade and step information for each position and staff would follow up on outstanding questions.
Council members described the rewrite as a long-planned housekeeping action to align duties and create operational capacity; no immediate implementation timeline beyond standard personnel processes was specified.
