Study commissioner says final report signed; county tables acceptance pending signed copies and minority report

Study Commissioner Elena Gagliano joined remotely to report she had signed the Study Commission's final report and submitted a signed minority report and that corrections to the majority report had been requested before final posting. She cited Montana Code Annotated 7-3-178 on Study Commission terms and urged another public meeting so residents could review majority and minority findings.
County staff, however, said signed versions of the report and the minority report had not been delivered; County Attorney Blaine Bradshaw contacted a Study Commission member (Luke) during the meeting, who indicated signed versions would be provided. The Board agreed to table acceptance of the final report until the signed documents and the minority report could be received and verified.
Staff also clarified election-timing considerations: Sarah Graham noted an 85-day deadline before the November election, making Aug. 10 the key date for placing ballot language. The item will return to the agenda after signed materials are submitted.
