Comal County adopts 2026 investment policy; names county investment officer

Ms. Couch presented the Investment Committee's Dec. 16 review and recommended adoption of the 2026 Comal County Investment Policy and appointment of an investment officer.
She told commissioners the committee made no policy changes, noted retirement of Mark Long (1st Commercial Bank) and the addition of Rebecca Coker of Edward Jones, and said the portfolio's year‑to‑date interest income through November was a bit over $7.3 million. Ms. Couch reported an effective portfolio yield of 4.07% for November and said invested funds were yielding about 4.38% as of Dec. 16 — roughly 50 basis points more than cash/money-market holdings.
Commissioner Leacock moved and Commissioner Webb seconded adoption of the resolution to adopt the 2026 investment policy and name the county investment officer; the motion carried unanimously on the record.
