Kenilworth board approves Phase 1 engineering study for Green Bay Road enhancements

The Village Board authorized staff to pursue a Phase 1 engineering study with Ciorba Group, Inc., to analyze concepts for roadway, streetscape and parking changes on Green Bay Road and to begin resident engagement and grant-seeking; construction, if approved by IDOT, was not expected until about FY 2030.
The Kenilworth Village Board on Jan. 26 authorized Village Manager Kathy Thake to pursue a Phase 1 engineering study by Ciorba Group, Inc. to evaluate enhancement alternatives for Green Bay Road, including safety, parking and streetscape improvements.
Manager Thake and Assistant to the Village Manager Heather McFarland reviewed a 20-year planning history — citing the 2008 Comprehensive Plan, the 2013 Streetscape Plan, a 2021 visioning process and a 2023–24 enhancement study — and told the Board the study would include a detailed traffic and safety review and community engagement. "Final decisions around any of these alternatives have yet to be made," Thake said, emphasizing that staff would use the study to prepare materials for the Illinois Department of Transportation (IDOT). The managers said staff would pursue outside grants to offset costs and that construction, if ultimately approved by IDOT and funded, would likely not begin until roughly FY 2030.
Trustees asked about land acquisition, Winnetka’s ongoing participation in the joint study, the potential use of Tax Increment Financing funds and the ordering of project priorities (safety, parking, walkability, beautification). During public comment several residents asked for clarification about ownership and parking impacts and urged that community concerns be considered in design choices.
The Board voted to authorize the Phase 1 study, with costs to be shared by Kenilworth and Winnetka, and directed staff to proceed with resident outreach and grant-seeking before submitting any preferred alternatives to IDOT.
