Roanoke Mayor Mary Cobb presided over an informal Aug. 3 session in which the City Council voted unanimously to convene three separate closed meetings. The first was to discuss vacancies on authorities, boards and commissions under Va. Code §2.2-3711(a)(1). The second and a walk-on item sought legal consultation on a planned code amendment and the city's obligations tied to federal funds under Va. Code §2.2-3711(a)(8).
Councilman Vollison moved the initial closed-session request and Vice Mayor McGuire seconded; the clerk called the roll and all present voted “aye.” Mayor Cobb announced the motions were adopted before the body recessed to the legislative committee and later into a set of closed meetings scheduled for the council conference room. No substantive public action or policy change was taken during the briefing portion; the formal closed sessions were approved for later execution.
