Zoning Board recommends modernizing site development, fence and lighting rules in Chapter 10
Summary
Planner Rudy Repa told the board the Chapter 10 changes would modernize site development, accessory structure, fence and environmental standards; the Zoning Board voted 7–0 on July 8, 2026 to recommend the amendments to the Village Board.
Franklin Park planning staff presented proposed text amendments to Title 9 Chapter 10 on July 8, 2026, saying the changes would reorganize site development standards and modernize rules for accessory structures, fences, pools, permitted encroachments, exterior lighting and environmental performance standards.
Rudy Repa summarized staff findings: "Overall, staff finds that the proposed amendments will improve the clarity, organization, and usability of Chapter 10 while modernizing the Village's regulations for Site Development Standards, Accessory Structures, Environmental Performance Standards, Exterior lighting, Permitted encroachments, Fences, hedges, and walls, swimming pools, spas, hot tubs, and decorative water features." No members of the public spoke. After brief board discussion confirming the Standards were satisfied, Member Frank Grieashamer moved approval; Member Kathy Mennella seconded and the motion passed on a 7–0 roll call vote. The ZBA’s recommendation will be forwarded to the Village Board of Trustees for final consideration.
