The Zoning Board of Appeals of Franklin Park on July 8, 2026 voted unanimously to recommend approval of a Conditional Use allowing a single drive‑thru for a proposed Tropical Smoothie Café at 10500 Grand Avenue.
Petitioner Mark Zeglen of VME Development told the board the project would be a new 5,460‑square‑foot retail building divided into two units, with the end cap reserved for Tropical Smoothie Café. "Tropical Smoothie Café is a national chain that serves both fruit and vegetable smoothies as well as other food options," Zeglen said during his presentation and read the Standards for Conditional Use into the record. Staff confirmed the site would include only one drive‑thru lane.
Member Frank Grieashamer moved to approve the Conditional Use "for a drive‑thru in the C‑3 General Commercial District per Village Zoning Code Section 9‑9‑2 Table 9‑1 and Section 9‑9‑5 C regarding Accessory Use Standards for drive‑thru lanes for the property commonly known as 10500 Grand Avenue, in Franklin Park, Illinois, subject to the following conditions: 1. That the applicant adheres to all Village landscaping and buffer requirements; 2. That this proposed use complies with all Village regulations at all times." The motion, seconded by Member Kathy Mennella, passed on a roll call vote with seven ayes and no nays.
The board’s vote was a recommendation; final approval rests with the Village Board of Trustees. The motion recorded conditions requiring compliance with the Village’s landscaping, buffer and regulatory standards.
