County moves funds to finalize public-health physician contract and approves Emily Briggs to serve as health authority

County health staff requested approval to transfer funds within administrative costs to cover the remainder of a public-health physician contract and to finalize a separate letter-of-agreement for health-authority services.
Health staff said the county's region had limited capacity after turnover and that previous arrangements (including temporary coverage by Lillian Ringstorf) had constrained the county's ability to sign standing orders that support immunization clinics and related grants. The staff explained the transfer covered an unexpected cost increase (the project was originally estimated at about $20,000 but totaled about $33,000) and asked commissioners to approve moving funds so a contract could be executed.
The court also approved a letter-of-agreement with Emily Briggs, MD, for health-authority services after staff confirmed her certificate of insurance was on file. Staff requested and the court approved both actions by voice vote.
"She did continue to sign our state, immunization orders to allow us to keep moving forward with those vaccines and those grants," a health staff member said of prior temporary coverage and explained the county needed a stable contractual arrangement going forward.
