Commission authorizes $5.02M water system bonds to upgrade treatment plant basins

The City Commission adopted Resolution 10634 authorizing issuance of $5,020,000 in water system revenue bonds through the Montana Department of Natural Resources and Conservation (DNRC) Drinking Water State Revolving Loan Program, to fund replacement of mechanical settling components in two existing sedimentation basins at the City's water treatment plant.
Finance Director Melissa Kinzler said the sedimentation basin upgrades are a critical and urgent Public Works priority. Staff recommended the bond authorization to fund the construction contract previously awarded to COP Construction Company; the capital expenses and debt are included in the FY2026 Water Fund budget. Commissioner Rick Tryon moved adoption and the resolution carried 5–0.
Members of the public thanked staff for addressing aging plant infrastructure; Bart Stevenson, a retired City employee, commented the systems were in poor condition at the time of his retirement and said the upgrades are needed.
