Tisbury CPC says Finance Committee balked at funding regional CPA projects

Chairman Paul Munafo and Administrator Heidi Dietterich told the Community Preservation Committee that the town Finance Committee (FinCom) was unreceptive to the CPC's recommended regional projects at their Dec. 18, 2025 meeting. They reported that FinCom expressed concern about Tisbury's support for Island-wide efforts and said it did not appreciate Tisbury's "generosity" toward projects that would benefit multiple towns.
Dietterich and Munafo said FinCom asked that any regional application include contingencies — for example, a provision that the project would not be recommended unless all other Island CPCs also contributed. FinCom members pressed for specific project details during roughly 80 minutes of questioning, including technical questions such as whether composting toilets were planned for the Lake Street restroom project. Dietterich suggested consulting the Department of Public Works on those technical points and invited FinCom to attend CPC meetings for fuller context.
The CPC members viewed FinCom's stance as reflecting a lack of understanding of CPA legislation and of the CPC's role. Dietterich said the FinCom representative to the CPC has not been attending meetings and suggested a post‑meeting orientation for FinCom leaders.
