Council grants nonexclusive franchises to multiple container companies for C&D debris collection

On June 8 the Gulf Shores City Council adopted Ordinance No. 2221 granting nonexclusive franchises to several container and hauling companies to collect and dispose of construction and demolition (C&D) debris only within the corporate limits. Companies named in the ordinance include Alabama Container Company, Baldwin Container Company, Big Red Container (TBD Construction), Bin There Dump That, Dumpster Guy Baldwin, Easy Haul, Waste Management, and Waste Pro of Alabama.
The ordinance authorizes the Mayor and City Clerk to execute franchise agreements that set forth requirements and covenants for C&D collection; the agreements are five-year terms beginning Jan. 1, 2026 and ending Dec. 31, 2031. The full franchise agreement text was made available for public inspection in the City Clerk's office. Council adopted the ordinance unanimously.
Councilmembers said the franchises are intended to organize C&D collection and provide regulated options for contractors and property owners while preserving municipal oversight.
