Helena Council appoints Kymberley Rollan as city clerk, Patti Morrow as treasurer

Helena City Council on Monday unanimously approved a package of administrative resolutions that separate the duties of city clerk and city treasurer and install new appointees.
Mayor Billy Rosener recommended Kymberley Rollan as city clerk and Patti Morrow as city treasurer, and Attorney Brian Hayes swore both in after the council passed the resolutions. "We will be appointing Kym Rollan as City Clerk, and Patti Morrow as Treasurer," Rosener said during the meeting, and the council recorded unanimous AYE votes on Resolutions 06082026A‑ADMIN and 06082026B‑ADMIN.
The appointments follow the council's acceptance of the resignation of Madison Harris as City Clerk/Treasurer earlier in the meeting. Councilmember Andy Healy moved to accept Harris' resignation; Dennis Wilson seconded the motion and the vote was recorded as AYE by all five members.
Council also approved Resolution 06082026‑ADMIN (establishing duties and powers of the treasurer) and Resolution 06082026C‑ADMIN (authorizing designated officials to execute financial documents). Council President Brooke Dodson and other members said the changes aim to clarify responsibilities and ease the forthcoming administrative transition.
The council recorded no dissent on the measures. Attorney Hayes confirmed the resolutions specify the appointees will serve until the current term ends or until successors are lawfully appointed.
