The Sanilac County Board of Commissioners voted July 15 to approve a Brownfield Redevelopment Plan for the Maple Valley Estate redevelopment project in Brown City under the Brownfield Redevelopment Financing Act (Act 381 of 1996).
The countyreading and debate covered the plan's compliance with statutory requirements, an estimated project duration (noted in the reading as an estimated 30-year period, not to exceed 35 years), and prior local history. Several residents and a commissioner raised objections about the plan's scale and local impacts. A commissioner who identified local attendees said, "These are people that's lived there, been part of that community. They don't believe it's a good plan," and questioned why the county should override city-level concerns.
Supporters and staff noted the plan largely follows the 2003 original development footprint and said that due to prior infrastructure problems and incomplete road adoption, brownfield tools may be the only viable path to remediation and new housing. After discussion, the board approved the brownfield resolution by roll call; one commissioner recorded a "No" vote. The resolution finding states that the plan constitutes a public purpose and meets requirements under section 13 of the Act and authorizes the county authority to administer the plan with an estimated captured taxable value and financing method described in the attached plan.
