Planning Board opens hearing on CarMax site plan for State Highway 17

The Township of Mahwah Planning Board opened a public hearing June 15 on Docket 684, a preliminary and final site plan from CarMax Auto Superstores to build a pre‑owned automobile sales and service facility on State Highway 17 (Block 59, Lots 18, 19, 20.01). Attorney Andrew Kohut introduced the application and noted the proposed soil‑movement permit would exceed 1,000 cubic yards.
Bradley Escobar, CarMax manager of real estate development, testified that the company operates a "haggle free online retail car sales process" and that the proposed site is part of a chain of 256 locations nationwide, six of which are in New Jersey. He said the store would employ about 30 people with 20–25 employees during peak hours and operate from 9 a.m. to 9 p.m. Monday through Saturday; some associates might be present outside those core hours to handle paperwork. Kohut and Escobar described site elements including a four‑bay service area, vehicle staging and storage, and requested variances for a parking setback and undersized employee parking spaces related to a pinch point on Ramapo Avenue.
The board and applicants agreed to supply additional materials, including traffic analysis and refined estimates for trade‑ins and vehicles serviced. After public questions and further testimony, counsel requested and the board agreed to carry the hearing to the July 27, 2026 Planning Board meeting; Kohut consented to extend the board's review period and to provide new plans at least 10 days prior to that meeting.
