Maybrook board adopts moratorium on downtown TDD development, schedules Sept. 8 work session

Mayor Dennis K. Leahy and the Village of Maybrook Board of Trustees voted 4-0 on Aug. 25 to adopt Introductory Local Law No.5, instituting a moratorium on the issuance of permits, certificates of occupancy and approvals for development in the Traditional Downtown Design (TDD) district.
Trustee Giannico, who moved to close the public hearing and approve the moratorium, said the Village has not revisited the TDD since its completion around 2017 and the measure will give the board time to reassess standards. Deputy Mayor Charles D. Woznick moved that the board hold a work session for the TDD on Sept. 8, 2025, at 6 p.m.; that motion passed 4-0.
The moratorium halts permitting and approvals in the TDD while the board and staff reexamine the district's standards and process. The action passed by roll call vote — Trustee Giannico, aye; Deputy Mayor Woznick, aye; Trustee Capozzoli, aye; Mayor Leahy, aye — and takes effect as recorded in the meeting minutes.
The board did not receive substantive public comment during the hearing, and the work session is intended to allow more detailed review of the TDD rules and potential revisions.
