Council approves spring supplemental funding for housing repairs, parks and infrastructure

The committee appropriated funds across departments: $350,000 for an animal‑care legal settlement, $800,000 for replacement of ISA network/server infrastructure, $600,000 for the Office of Education Innovation to continue the City Readers program, $100,000 for a city/county building assessment, and a package of housing and homelessness items including $5,000,000 for the housing hub, $1,000,000 for Streets to Home Indy and $500,000 to address a backlog of homeowner repair applications. Hanson described why the housing hub budget had increased and said rising construction costs, a binding 2024 grant and design completion informed the ask.
The public and community groups weighed in. Asim Pollock of ARP Indiana urged support for the homeowner repair allocation and recommended exploring a one‑stop referral network and more flexible local investments to help households excluded by federal program rules. "This investment represents a meaningful, meaningful progress," Pollock said in support of section 15.
Council moved and approved the spring fiscal supplemental by voice vote during the meeting; committee discussion included follow‑up requests about facility assessments and program implementation.
