County IT updates: BS&A cloud migration, courtroom upgrades, Microsoft contract fixed

Technology Services Director Melissa Schwaller told the committee that Heartland Business Systems and Microsoft resolved a contract issue dating from November and that payment will be processed this week; costs are slightly higher because the Village of Suring and the Riverview building were added to the contract. Schwaller also said county laptops and desktops budgeted for 2026 were ordered early to avoid tariff-driven price increases; handheld "Toughbooks" were not ordered as they are not subject to tariffs.
On infrastructure projects, Schwaller said courtroom technology upgrades will be staged: Courtroom B the week of April 6, Courtroom A the week of April 13, and the Hearing Room the week of April 20; each courtroom installation is expected to take about a week. A 60% payment is scheduled for this Friday, with the 40% balance due on project completion. Schwaller also provided a schedule for the BS&A finance system migration: final extraction March 5 at 8:30 a.m. (lookup and reporting only), a down period beginning March 5 at 9:30 a.m. through March 9, and go‑live March 9, 2026.
