Couch told the commission the work now under consideration covers design and engineering and will roll back into capital funding; he said the county is "looking somewhere around a 1000000, somewhere in that range." Commissioners voted to suspend the rules to expedite the work and then approved the resolution on a second reading by voice vote; the clerk recorded the outcome as 24-0 in favor.
The motion authorizes engineering outlays to develop replacement specifications for multiple units; staff said some units have required daily manual adjustments and that delaying repairs raises the risk of system failure. Commissioners discussed warranty terms and phasing; Couch said the county will receive a five-year warranty on the new systems.
The county budget office will track the project as a capital outlay program and return with further recommendations and any additional funding needs after initial engineering is complete. The commission did not name vendors in the resolution and did not set a final purchase contract amount at this meeting.
