Residents question Flock-camera spending and urge infrastructure investments during Truth-in-Taxation hearing

During the public comment portion of the Truth-in-Taxation hearing, Kathleen Craynor told the council she was disappointed at low public turnout and said many residents feel the hearings are "pointless because they know what Council will do anyway." She also questioned the council's budgeting choices, asking why the city spent about $30,000 on Flock cameras that she said could have been postponed.
Another in-person commenter, Jerry Kenedy, said he opposed the proposed tax increase and urged the council to instead focus funds on the fire department and modernization of water and sewer systems. The meeting record shows two email submissions (Trena Held and Kathryn Held) were entered into the record by City Recorder Amy Rodriguez.
Council members acknowledged the comments but repeated that the proposed increase is targeted to meet a contractual increase in the Weber County Sheriff's Office invoice and not to fund senior services or infrastructure projects. Council Member Jeff West said the tax proposal is not intended to augment other services and that staff are "doing the best with the funds that we have."
