Washington Terrace council hears proposal to raise property tax to cover sheriff contract

City Manager Tom Hanson presented a Truth-in-Taxation impact statement proposing a property tax rate increase from 0.001590 to 0.0016997 that would raise city revenue from $1,458,777 to $1,556,877, an increase of $98,100 intended to cover contractual increases from the Weber County Sheriff's Office.
Hanson told the council the estimated increase would add $25.33 annually to a $409,000 primary residence and $46.05 to a business of the same value. He said the additional funds would fund contractual increases for law enforcement services and clarified that the ten officers added are to the contract pool and not assigned exclusively to Washington Terrace.
Mayor Mark C. Allen opened the public hearing at 6:22 p.m. and accepted in-person, virtual, and written comments. After public input, Council Member Zunayid Z. Zishan said the city "is $98K short" because of the sheriff's increased charge and emphasized the proposal is intended to maintain existing policing rather than expand local forces; he added that forming a municipal police department would have an estimated cost of about $3—5 million.
Council discussion reinforced that the tax proposal is limited to meeting the quoted contract cost. Hanson noted procedural requirements for Truth-in-Taxation statements and said the council would not take a final budget vote that night; a final discussion and decision on the budget is scheduled for Aug. 18, 2026, at 6:00 p.m. at City Hall.
