Council hears plan for Jubilee Point Road elevation after Hurricane Sally; county award requires 5% local match

“I asked for 1000000 dollars and they took it down to 50,000 and are requiring now a 5% cash match for the project,” Nicole said, and added that the awarded funding would allow the city to pay for engineering to design a correct, durable elevation. She said the city had budgeted fallback funds if the grant had not been awarded but that the county funding would allow a more permanent solution rather than a temporary patch.
Nicole and councilors discussed construction staging and traffic management; staff said the design will include provisions to keep the road open during construction and estimated permitting could take six months to a year with construction possibly about 90 days. Nicole said there was no final signed agreement at the time of the meeting and that some budget details and the final match amount remained to be formalized.
Council expressed support for moving forward and directed staff to continue negotiations with Baldwin County and to return with the formal agreement and precise local-match figures for council approval.
