Board adopts Uniform Guidance for federal awards, affirms oversight of Title and ESSER funds

At the July 16 meeting the Preston Joint School District #201 Board of Education voted 5-0 to adopt Uniform Guidance for Federal Awards (2 CFR Part 200), a government-wide framework for federal grants management. The motion to adopt the guidance was made by Launa Moser (Zone 1 Trustee) and seconded by Geniel Lyons (Zone 2 Trustee).
The meeting packet described the scope of the Uniform Guidance and identified federal programs the district receives as flow-through subawards from the Idaho Department of Education, including Title I (Part A), Title II-A, Title III, Title IV, ESSER/ARP funds, Title V (rural education) and programs for migratory and neglected/delinquent youth. The board’s action formalizes the district’s adoption of those administrative and cost-principle standards in local practice.
Finance materials accompanying the vote listed accounts and deferred revenues for federal programs (for example, ESSER III deferred revenue entries and Title I receivables). Board members recorded the approval by roll call; the motion carried unanimously. District staff will apply the Uniform Guidance framework to grants administration, procurement, allowable-cost determinations and audit preparation going forward.
