Richard Smith, chair of the Town of Kennebunk Board of Assessment Review, was re-elected chair at the board’s March 5 organizational meeting, with a 2–1 vote after a motion by Wayne Berry. Tom Wellman later moved to elect Wayne Berry as secretary; that motion, seconded by Smith, also passed 2–1.
Board members clarified that the secretary role does not require taking minutes. The votes followed a brief discussion of continuity and turnover; Smith noted he has served as chair since 2006 (approximately 20 years). The board confirmed the chair is authorized to sign findings of fact once a decision is adopted and that decision letters will be issued on Board of Assessment Review letterhead and signed by the chair.
