He reported that some districts face legal disputes involving Title IV and said the district could be responsible for legal fees if it encountered litigation on that front. Ptacek told the board there is a risk that districts not following state guidance could be removed from the Illinois High School Association (IHSA).
The board also discussed Vision 117 Phase IV, including complex questions about bonds and property-tax impacts. Ptacek noted that bonds used for building projects have not historically appeared on community property tax bills and that property taxes may have increased because of PTELL (Property Tax Extension Limitation Law) pressures regardless of whether specific bond-funded improvements had been completed.
