The Jacksonville School District #117 Board approved a broad slate of personnel actions on April 23, 2025, including resignations, one termination, a retirement revision, multiple new hires with specified salaries, promotions and stipends, and several leaves of absence.
Resignations accepted included Lilian Beams (Special Education Teacher, South Elementary), Octavia Sleek (2nd grade, South Elementary), Charles Upchurch (bus driver), Mary Suttles (noon supervisor), Samantha Tallman (3rd grade, Washington Elementary) and others listed in the personnel recommendations. One termination listed was Lilliann Howes, a special education paraprofessional at the Illinois School for the Deaf, effective March 20, 2025. The board revised Scott Robinson’s retirement date to the end of the 2028–2029 school year.
New licensed hires approved included Morgan Hansell as a school counselor at Jacksonville High School for the 2025–2026 school year with salary MA/Step 1: $51,691 plus an additional 15 days for a total of $55,998.58 per year (contingent on documentation), Scott Epperly as a math teacher at Jacksonville Middle School at MA/Step 15: $67,275 per year, and Kyra Grainger at South Elementary at BA/Step 1: $46,285 per year. Classified hires and reassignments, stipend amounts for coaches, promotions (including a bus monitor promoted to bus driver with a wage increase), volunteer appointments and multiple approved leaves of absence with start and end dates were all recorded in the personnel motion.
Why it matters: these personnel changes affect classroom staffing, student supports and operations for the 2025–2026 school year. The superintendent and HR director will complete required documentation and onboarding steps for hires.
