Brian Madigan presented a conceptual plan for a Ventura, LLC project described as the "Development of a 90-Unit Residential Apartment Complex" on approximately seven acres partly encompassing Military Lot 45, currently zoned Open Land. The plan would add 30 senior living units, a clubhouse, rental office, maintenance building and recreational areas and sought rezoning to a Planned Unit Development (PUD).
With no questions from board members, Trustee John H. Champagne moved and Trustee J. Robert (Bobby) Schepp seconded a motion to schedule a public hearing on the zone change application for March 2, 2026, at 6:30 p.m.; the board approved the motion. The hearing will provide the formal venue for public comment and for staff and the developer to present detailed site plans and supporting materials, including survey and Full EAF documentation that were submitted with the project plan report.
