Committee approves replat for German Church and 10th Street commercial center after safety concerns

The Indianapolis Plat Committee on June 10 approved a replat for the property at 1100 North German Church and 11020 East 10th Street โ a 3.45-acre site petitioned by S and D Fuel Incorporated to be divided into three lots and known as the German Church and 10th Street Commercial Center.
Petitioner representative Russell Spires detailed site design and safety measures, saying the project will add sidewalks, crosswalk striping, handicap ramps, lighting and use large-radius driveways and left-turn lanes at the signalized intersection. Spires said the site would generate roughly "60 to 70 additional cars" during the peak hour but argued many of those are bypass trips and that the design and existing zoning are appropriate.
"So the car is coming and going from the road or not coming and going right at the intersection itself," Spires said, describing the intended driveway placement and traffic flow. He also said the project includes plans for a stormwater pond to capture and treat runoff that has created a swampy pocket on the property.
Resident Miles Mason testified in opposition, citing safety and environmental concerns for children at nearby East Ridge Elementary School. "This project puts at least 400 children at direct daily risk," Mason said, adding that many neighbors and some local stakeholders said they had not been aware of the proposal.
Staff told the committee the plat, as filed, meets the subdivision control ordinance. A staff representative said: "The plat as filed does meet the ordinance and therefore should be approved." Committee discussion included clarification that the site contains split zoning (C4 at the corner for fuel service, C3 for the building) and that no rezoning is required for the replat itself; any future development plans will be reviewed by the Department of Building, Business and Neighborhood Services for ordinance compliance.
A committee member moved to approve item 2026PLT010 (the German Church/10th Street replat) and to move the item to public hearing; the motion was seconded and, after roll call, the chair declared the plat approved. The committee noted that while the plat meets statutory and ordinance standards, neighborhood outreach and continued dialogue between petitioner and local groups were encouraged.
Next steps: the petitioner may proceed with development plans subject to building-department review; neighbors were urged to coordinate with the Far Eastside Community Council and review the city's quality-of-life plan for further community-level engagement.
