Lena staff say $2.69 million sewer lining loan in place; EPA forgives $802,823

Bridgette Stocks told the Lena Village Board that “The total loan amount for the Sanitary Sewer Lining Project is $2,692,745.70.” Stocks said the Environmental Protection Agency awarded $802,823.71 in principal forgiveness, which will be applied as the project closes out and will allow reimbursement of design, construction, inspection and application expenses under a 30-year loan at 1% interest.
Stocks said the Sanitary Sewer Wastewater Treatment Plan is on an intended funding list and that the Village expects a funding determination around July 1. She also reported that the Water Main Improvement project plan is filed with the Illinois EPA and that the storm-water plan has not yet been approved. Stocks noted the Village is pursuing multiple grant avenues — including DNR bike-path funding (50/50) and IDOT local projects — and that Haer Construction (Quad Cities) will handle public notifications for the sewer project.
