School officials say Liberty Place TIF will make schools "100% whole" and district can absorb modest student increase

School district officials told the May 21 meeting that the proposed TIF would not reduce the school district’s tax receipts under the term sheet: Northeastern Local School District and Springfield Clark CTC were described as being guaranteed 100% of the revenue they would have received if the TIF did not exist. "They brought a new TIF agreement in February 2026 that would make them 100% whole," said Blake Schaefer, a representative of the Northeastern Local School Board.
Jack Fisher, speaking for the district, provided updated enrollment and capacity numbers: total district enrollment was stated as 2,918 students; Kenton Ridge was reported at 1,889 attending of a 2,004 capacity (91%); Northeastern was reported as 980 attending of a 1,247 capacity (72%). Fisher estimated the Liberty Place subdivision would generate about 0.6 students per home and said the district can absorb more students while planning renovations to increase capacity. Fisher also noted open enrollment dynamics affect per-student funding and that the district considers multiple factors before redistricting.
The school board representative and district administrator emphasized that compensation is a precondition to the TIF going into effect: county approval would be followed by separate school-board votes on compensation agreements. The district repeatedly asked for clarity on student-seat impacts and requested the county provide as-close-as-possible fiscal comparisons when the TIF resolution is drafted.
