Mark Best of CC Communications said Tract 400 is substantially complete, Tract 300 is "all but splicing," and Track 100 (the golf course track) had not started at the time of the update. He explained early work was delayed by environmental reviews tied to federal funding requirements and by a severe winter that halted construction. "We're approximately 45% complete," Best said, and added that the company filed an updated baseline report with NTIA that was accepted and that the formal extension request will mirror that revised schedule.
Best also described practical matters: some locations already have fiber and must still meet NTIA baseline requirements (including run‑speed tests for customers on the network), and construction sequencing will be adjusted for field conditions. He thanked county staff for assistance in administering the grant and said audits to date produced no findings.
