Elko County honors municipal judges Dee Burton Primo and Terry Feasel with proclamations

The Elko County Board of Commissioners on Wednesday adopted proclamations honoring two long‑serving municipal judges in Carlin.

Commissioners read Proclamation No. 2025‑09 recognizing Judge Dee Burton Primo "for her dedicated service to the Carlin justice and municipal courts," noting her administrative and judicial roles dating back to the mid‑2000s. The board moved and voted to adopt the proclamation. For the record, Judge Dee Burton Primo addressed the commission and said, "It has been my privilege and honor to serve Elko County and to serve the city of Ireland… I'm very humbled by that, giving that privilege." She later asked that her portrait be unveiled by the artist Lee Chin.

Shortly after, the board read Proclamation No. 2025‑10 recognizing Judge Terry Feasel for her service as justice of the peace and Carlin municipal court judge. Former judge Barbara Heathery, who said she preceded Feasel on the bench, praised Feasel's preparation and fairness and recalled appointing and supporting her when Feasel took the seat. Heathery told the commission, "Terry would be the perfect person… she was consistently more prepared and more fair." The commission then voted to adopt the proclamation.

Why it matters: The proclamations formally acknowledge long tenures by two municipal judges who presided over local justice matters and mark a public transition in court staffing. The actions were ceremonial and required only a motion and majority vote to adopt the proclamations.
